Greater Jamaica Development Corp. (GJDC) is issuing a public single prime contractor bid for rehabilitation of Long Island Railroad (LIRR) Underpass at Sutphin Boulevard, including LIRR infrastructure consolidation and reorganization, street work, street lighting, retail shell space, graphics and signage, with all Architectural, Structural, Civil, Plumbing, Mechanical, Sprinkler, Electrical, Fire Alarm, and Communication/Security works incidental thereto.

LIRR owns the real property specified as Sutphin Boulevard Underpass. LIRR will perform certain Force Account work and certain oversight functions, as a part of Sutphin Boulevard Underpass rehabilitation not included in the scope of this contract.

This project involves phasing and logistical considerations dictated by a fully operational LIRR Jamaica Station.

This project is funded by Federal Transit Administration (FTA) and the Federal Highways Administration (FHWA) and as such is subject to Federal Rules and Regulations. Additional funds are provided by the Port Authority of New York and New Jersey.

Bid Documents may be obtained at GJDC’s offices at 90-04 161st Street, 7th Floor, Jamaica, N. Y. 11432 starting on October 14 2008, between the hours of 9:30 am to 4:30 pm. Cost for the bid package is $150 and is refundable in accordance with instructions included in the bid documents. GJDC will accept only certified checks or money orders made payable to “Greater Jamaica Development Corporation”. Cash will not be accepted.

A pre-bid meeting is scheduled for 10:00 am on October 29, 2008 in the Jamaica Marketing Center, located at 93-43 Sutphin Boulevard, Jamaica, N.Y. Representatives from GJDC, design consultant HDR/Daniel Frankfurt, resident engineer LiRo Engineers, and the Long Island Railroad will be present to address questions regarding the project. The pre-bid meeting will be followed by a site walk-through. Attendance to this meeting is not mandatory, but strongly advised.

Bid Requests for Information (RFIs) must be submitted via e-mail to sutphinunderpass@gjdc.org and must be received on or before November 4, 2008. No RFIs will be accepted after that date. RFIs and associated answers will be distributed via e-mail to all contractors who picked up the bid package.

This project has Disadvantaged Business Enterprise (“DBE”) participation goals and all respondents will be required to submit a DBE Utilization Plan with their response. Each bid must be prepared and submitted in accordance with Instructions for Bidders and must be accompanied by a bid bond in the amount of 5% of bid value.

Sealed Bids must be received no later than 11:00 am on Friday, November 21, 2008 at the Harvest Room of the Jamaica Market, 90-40 160th Street, Jamaica NY 11432. Bids will not be accepted after 11:00 am. Bids will be opened and read publicly at the date and time specified above.

The contract will be awarded by GJDC, in consultation with EDC and LIRR, to the lowest responsible and responsive bidder.
