The Brownfield Opportunity Area (BOA) Program is a planning program focused on the redevelopment of brownfields within a specified geographic area. The Program is being implemented in Jamaica by the Greater Jamaica Development Corporation (GJDC) in partnership with the New York State Department of State (DOS) and the New York State Department of Environmental Conservation (DEC). Public outreach and involvement is a key component of the Program and a series of meetings with an advisory committee are held as part of the process. The advisory committee is made of up of representatives of local community groups, property owners, elected officials and State and City agencies.
GJDC completed a BOA Nomination Study in January of 2010 that analyzed the market potential of, and identified redevelopment strategies for, priority sites in the BOA. The feasibility of the redevelopment strategies were also analyzed, as well as the infrastructure needed to support recommended development strategies. Community input and support for redevelopment plans were sought throughout the process. With DOS and DEC approval of the Nomination Study, additional State funding through the BOA Program was awarded for the development and implementation of a marketing plan to advance the priority sites. The ultimate goals of this process are to foster the redevelopment of under-utilized properties and to improve environmental quality in the community.
